well, i bought gw prophecies awhile ago, then, i uninstalled it, now when i reinstalled it it says <Guild Wars: Eye of the North> did the game change or something??? (i bought game of the year edition)

Im pretty sure what your talking about is just the advertising for EOTN, don't worry about it.. they just want you to buy it.

EOTN or GWEN which ever you prefer is not actually a full chapter but an expansion to the other 3 chapters that are currently out.

the login screen will say eye of the north regardless of which chapters you own....its their latest release so they plug it as much as they can...

Don't worry, it surprised me too the first time I saw it. Just enjoy the pretty snow and scenery on the log in screen - then go buy the expansion.

It's worth it IMO.

Is EotN for characters of lvl 20 only?

Nope, you can go in there as low as level 10.

The content is level 20, so if you go there at a lower level, you receive a temp buff that ends when you reach level 20 for real.
